A Tale of Two Policies: US Woos Russia with Deals, Slams India with Tariffs

Washington appears to be pursuing a contradictory foreign policy, engaging in high-stakes energy negotiations with Russia while simultaneously imposing severe economic penalties on India for similar dealings. This dual approach has raised questions about the consistency and fairness of American international trade strategy under President Trump.
India is currently facing the full implementation of a 50% tariff on its exports to the United States, a measure explicitly linked to its purchase of Russian oil. An executive order signed by President Trump directly states the duties are a response to India “directly or indirectly importing Russian Federation oil,” with the final 25% increase set to activate this week.
In a surprising turn, American and Russian officials are deep in discussions that could lead to major energy cooperation. These talks include a pathway for Exxon Mobil to rejoin the Sakhalin-1 oil project and the possibility of Russia acquiring US equipment for its sanctioned Arctic LNG 2 facility.
The underlying goal of these overtures to Moscow is to create powerful incentives for peace talks over Ukraine. However, the optics of rewarding an adversary while punishing an ally for engaging in the same type of commerce have created a complex diplomatic picture, suggesting a pragmatic, if not paradoxical, approach from the White House.
